Why not? If they're not responding to bug reports, why would you have better luck contacting them directly? Responding to bug reports is, in my opinion, a primary responsibility, so failing to do so is tantamount to being AWoL. Also, In many cases, I only know and @opencsw address for a maintainer, so mantis or direct is the same thing to me. Personally, I think the approach that's been taken is pretty decent, given the size of the project and the lack of response to bug reports.
