Is this a sincere question (not quite sure, your mails seemed to have a
touch of irony/sarcasm lately)?

It just makes working on/with bugs easier for maintainers. Bugs against
orphaned packages can now be worked on before you officially
release/adopt the package. If you mis-file a bug against the wrong
package (like it happened with multiple tabs and the Mantis cookie
mechanism of tracking the currently active project) you can move it
yourself, without calling upon an administrator. In the end it gives
everyone a bit more flexibility.

The key in Roger's message was "if I remember". As it stands, developers
can assign bugs out of the box, no change required.
