synced at initial creation, yes
however, after that point they stay separate.
That is one of the primary purposes of BEs separation, after all :)
changes in one /etc will not be duplicated in other current BEs.
whether that change be done manually, or via postinstall of a new csw
pkg.

I have tested this.

They will be synced on BE activation. You must adjust the synclist with
your specific configuration files you want to have synced. This is the
way it is intended by Sun. Adding a third way of syncing or moving configuration
files is IMHO counterproductive.
