Here's how to go about it: You will get an email notification when the
updated swig is available from the mirror.  Once receive that email,
you can send a request to buildfarm@ to install the updated swig on
unstable9{s,x} hosts.  When they are installed you can ssh to
unstable9s or unstable9x and work there.

To get the new swig installed on current9{s,x}, your packages will
need to go through the old process.
