Indeed. The rationale is that libbar.so.2 provides some functionality which could be changed later on in libfoo.so.1.0.2 to libbaz.so.1. Prominent examples here are GnuTLS vs. OpenSSL and libcares vs. libadns which are both common backends but projects switch from time to time.
