Yes, the default mode when using extra ISAs is manual selection of binaries.
You can use
  ISAEXEC = 1
to turn on automatic execution of the "best" binary, here all binaries are
confined to their arch subdirectories and the one in bin/sbin/libexec is
a hardlink to isaexec.

Other options like alternatives have also been discussed, but are unsuitable
most of the time.
