Well, I think I already expressed my opinion here: http://lists.opencsw.org/pipermail/maintainers/2013-August/018413.html But to recap: I am for promoting team for package maintenance, rather than replacing the notion of maintainers with uploaders, and I am for allowing uploads by non maintainers (or non member of a maintenance team) who don't want to take over maintenance.
In our case, unfortunately I am not sure we can create a lot of teams but we may create at least one core team to maintain some important base packages and one for dealing with orphaned packages in best effort mode. But I would like to hear the opinion of other people as it is an important change, maybe a subject for the summer camp.
