Right now, we are supposed to adopt a rotation like the Luce for the  Grant.
 
With further thought, this may not be such a good idea for these  reasons:
 
1. The big teams are not enthusiastic about running an event in which they  
can't sail and on the same weekend as the America, in which they are certain to 
 be sailing.
 
2. The poorest run event have been those run by members of a big team with  no 
real interest in the event.
 
3. A team that is in the event will be most likely to run the best  event.
 
4. This event has only once drawn more than 8 teams, it once drew 9.
 
5. Thus, there are 16 teams with the ability to host as few as 8 and as  many 
as 12 teams. We don't need to further burden those teams with 18 or more  
openings.
 
6. The event is unlikely, at least for the time being, to draw many since  it 
comes at the end of the year, with exams during that period that take  
precedence over racing for many small teams.
 
I suggest that we give the Grant to the highest ranked team that didn't  make 
the America and who can host 8 or more teams. If there are more teams who  want 
in than that host can handle, award berths, starting with the host and its  
region and going in the order of  north/central/south/north/central/..etc  one 
year and then south/central/north/central/south/central/north/ ..etc the  next. 
Any team left out will get just one place worse than the last place  team at 
the Grant for scheduling purposes. 
 
If interest in the event picks up, we could stipulate the host have the  
capacity to host 10 or more which still gives us 8 teams of 10-12 boats.
 
Can we air thoughts on this on line to save time during the phone meeting?  
Please suggest options if you dislike this suggestion and, PLEASE, let's hear  
from the small teams who are likely to be in the Grant.
