My suggestion is to fix the PATH vs Path case (by backing out Rob's
change of yore), and leave the more general problem alone.  If the
problems with PATH's letter-case don't come haunting us, we could then
(after 3.81 is released) try to see what other similar problems with
environment variables are interfering with Make's operation on
Windows.

Are there any nays for this suggestion?
