My suggestion is to fix the PATH vs Path case (by backing out Rob's change of yore), and leave the more general problem alone. If the problems with PATH's letter-case don't come haunting us, we could then (after 3.81 is released) try to see what other similar problems with environment variables are interfering with Make's operation on Windows.
