No, there are several important differences:

 . dosbuild.bat doesn't compile files under w32/
 . dosbuild.bat doesn't compile Guile support
 . dosbuild.bat doesn't compile load API
 . dosbuild.bat mentions DJGPP, which is the DOS GNU-based development
   environment
