Because people might be using them for something.  Alan went through
the trouble of writing a whole module to deal with them, so it must be
important for somebody.

MakeMaker is so centrally important to Perl and so old and there's so
much undocumented lore surrounding it that you've got to be reeeally
careful about what you change else something really important
somewhere might blow up.

I've already found this out a number of times in the relationship
between CPAN and MakeMaker.
