Just talked with Nick Clark. ExtUtils::Constant is going to be distributed seperately from ExtUtils::MakeMaker. There's no direct dependency so one can live just fine without the other.
On a similar line of logic, ExtUtils::Embed is also going to be cast adrift. I don't know if Doug has any plans to place it on CPAN, but I don't have the necessary knowledge to maintain that module or backport it. So ExtUtils::Constant and ExtUtils::Embed are leaving the CPAN release of MakeMaker. The Good News means less for us to maintain, and those were the most problematic cross-platform-wise. It also means people can (in theory) install ExtUtils::Constant and new versions of ExtUtils::Embed without taking the whole plunge and updating MakeMaker.
