I've just synced in what will be 5.90_01 and represents the complete
PREFIX logic as I care to implement before Perl 5.8.0. The INSTALL*
macros are now properly constructed using $(PREFIX) and friends so you
can do things like:

    make install PREFIX=/something/else

as expected. The INSTALL*MAN*DIR macros are using $(MAN*EXT) as
expected.

I'm holding off on a full release of 5.90_01 until I've tried it out
on Win32 and VMS (I know it isn't going to work on VMS as the code
currently stands), but it's safe to use on Unix.
