An extension is always good to indicate the format. After all,
somebody some day might want to write the next generation of the thing
in XML.

Uppercase is good to indicate that this file has a special status
(although one uppercase character might be enough).

The basename INFO sounds too unspecific to me and has a connotation to
be targeted at a human reader. Maybe META or METADATA or DISTMETA or
BUILDMETA or CPANMETA?
