I had thought that they were leftovers of some packaging system which was never implemented, or a 'useful' feature which was easy to implement at the time, but turned out not to be needed. In sporadic attempts to fix MakeMaker behaviour I haven't so far bothered to update the packlists, they seemed like an unnecessary distraction, what with all the other cruft in the package.
