This is due to PREFIX bugs in all versions of MakeMaker prior to 6.XX, which
encompases perl from 5.6.1 back.  5.8.0 contains a fixed version of
MakeMaker and it's also available on CPAN as a stand-alone module.

If upgrading MakeMaker isn't possible, you should be able to work around the
bugs by supplying LIB and possibly INSTALLMAN3DIR or maybe setting
INSTALLDIRS=site.  There's all sorts of voodoo to get around it.
