Either nobody is using 'make dist' or nobody is testing MM 6.10_06 or
is there another explanation? I find not such a bugreport on this list:

This looks very much like a bug. If MakeMaker wants to edit my
MANIFEST, it should ask me politely if I want that. If it doesn't want
to be polite it should not be so bright to fail gracefully.
