So I think I got the defaults for the new INSTALL(SITE|VENDOR)MAN*DIR 
variables wrong.  If $Config{installsiteman3dir} doesn't exist, for example, 
it goes and takes a wild guess with $Config{siteprefix}.'man/man3'.  Often
that directory doesn't exist as on Redhat.

In previous versions, when there was just INSTALLMAN*DIR, all man pages
went to the same place.  On older versions of Perl that don't have
$Config{installsiteman3dir} it should revert to that behavior.
Same goes for INSTALL(SITE|VENDOR)BIN.
