Ok, the snapshot on makemaker.org has a fix for the problem of read-only
META.yml files.  It will now...

* print that its "Generating META.yml"
* Write the information to META_new.yml
* Try to move META_new.yml to META.yml.  Should this fail it will warn
  "Cannot move META_new.yml to META.yml" but otherwise ignore the error.

The error message could probably use some work, but this should at least 
let "make dist" continue with a read-only META.yml.

Also I've changed metafile_addtomanifest so it lets you know what's going
on by printing "Adding META.yml to MANIFEST".

I'm one of those blessed with a filesystem that will let you overwrite a
read-only file owned by yourself, so I can't really check that this works.
