I upgraded to perl 5.8.3 from 5.6.1 and now notice that when installing modules, the install procedure is ignoring the PREFIX variable when used for example like:
make install PREFIX=/var/tmp/perl-Archive-Tar-root/usr and installs all files in the main /usr area.
