The error message depends on whatever sending a "false" command to
the shell from the end of the $(FIRST_MAKEFILE) target gets you,
usually this:

$ false
%DCL-W-IVVERB, unrecognized command verb - check validity and spelling
 \FALSE\

but that's a bit of a red herring (though a separate bug).  The real
issue is why it thinks it needs to regenerate the descrip.mms in the
first place.  A quick look at $(CONFIGDEPS) doesn't look that
different from what's in maint.  I'll try to investigate further one
of these days but tuits are in short supply.
