ExtUtils::CBuilder and ExtUtils::ParseXS aren't part of MakeMaker either. Also, ExtUtils::Constant, CBuilder, MakeMaker and ParseXS are all dual life CPAN modules. Where possible please work against the CPAN versions as bleadperl is updated from them.
