FYI: The stable version 0.24 of Module::Build::Convert has been uploaded to CPAN. One of the main concerns some time ago was to achieve a rather high percentage of successful Makefile.PL -> Build.PL 'translations'; I think, it gets most (roughly ~75%+) 'Makefile.PL's nowadays right. But see for yourselves...
