Setting permissions via PERM_RWX

Hi

I need to set permissions on the file specified by EXE_FILES to 4750.  
All looks fine when the file is in blib/scripts - but when the file is  
installed, the permissions are 555.

On another topic (but related to the same file), is there any way I  
can prompt the person installing the distribution for the name of a  
UNIX group which should have execute permissions on this file?

As you may have guessed, I'm at the limit of what I know about  
Extutils::MakeMaker. I know nothing about make, and have simply  
replied on Module::Starter to DWIM in the past, but now I have a  
requirement that doesn't rely on out of the box functionality
