Thanks for the report. We're aware that MakeMaker cause some issues with automatic CPAN packagers. Bootstrapping is a bit messy. Packagers should *delete inc/ before packaging* and fill in the dependencies on ExtUtils::Install, Manifest and Command. ExtUtils::Install, Manifest and Command should *not* be part of a MakeMaker package.
