I'm not going to bother forking and remaking the old location, I'll just get
6.58 out with the new location before anyone really notices.

Non-tl;dr version...

I accidentally deleted the MakeMaker repository on Github.  Whoops.
Fortunately its not a big deal so I just pushed my local copy back.  But
rather than remaking it as MY repository again I took advantage of the new
Github Organizations and make the "Perl Toolchain Gang" organization.

The purpose is to spread out administrative responsibility.  I can only let
people push to my personal repos, they can never administrate and it always
has my name on it.  With an organization owned repo I can make teams and hand
them admin bits or just push bits.  So now mst has as much control over the
MakeMaker repo as I do.

Perl Toolchain Gang is owned by myself and David Golden.  This is the power to
change teams and add repositories.

The "MakeMaker Makers" have full admin abilities.

to the Doers or Makers as they like.  And anyone else I've missed, too.  I'm
just kinda doing this from memory and eyeballing who traditionally provides
patches.

Potentially this can be used to normalize the administration and commit bits
for other collectively maintained toolchain modules.  If nothing else it lets
me spread out responsibility and get my name off the repository as "owner".
