Addendum to TOR: Domestic Fisheries Management Specialist / Fisheries Sociologist

The Segara Anakan Conservation and Development Project is currently finalizing a 
framework fisheries management plan for Segara Anakan. Although the fishery of Segara 
Anakan itself is small, its careful management has a substantial effect on the more 
valuable coastal shrimp fishery near Cilacap and Pangandaran. Although the management 
framework provides guidelines for management of the Segara Anakan fishery, it 
recommends that successful management be based on specific regulations and enforcement 
to be developed by villagers themselves.

To improve the likelihood of management success, a fisheries social scientist with 
practical village-level experience is needed to cooperatively develop and implement 
community-based fishery management for the Segara Anakan fishery. 

More specifically, it is expected that this specialist will:

A) Develop, formally record, and implement, community based fishery regulations in 
cooperation with village level fishermen and fishermen's groups. To do this it is 
expected that the specialist will:

1) Develop suggestions for management and enforcement through discussions with local 
fishermen with emphasis on use and adaptation of local and traditional regulation.

2) Through discussion improve these local ideas and formulate them into approved 
regulations.

3) Work to obtain official governmental recognition of these regulations and the 
associated enforcement approaches.

4) Develop with villagers, and formalize with appropriate government agencies, a 
long-term institutional arrangement for direct village management of the Segara Anakan 
fishery.

B) Work to coordinate fisheries interests of Segara Anakan fishermen with interests of 
shrimp fishermen in Cilacap and Pangandaran especially to improve understanding and 
cooperation concerning the connection between the Segara Anakan habitat and the 
coastal shrimp fishery.

C) Work to coordinate fisheries interests of villagers with efforts to protect fishery 
habitat - especially mangrove habitat and the Segara Anakan area itself.

D) Examine the possibility of using money obtained from the existing 5% government tax 
(on Segara Anakan origin shrimp landed in Cilacap and Pangandaran) for use in Segara 
Anakan habitat rehabilitation.

E) In carrying out all of the above coordinate closely with LBDS the Indonesian NGO 
working with the Segara Anakan Conservation and Development Project, and with other 
village level organizations in the area.

F) Coordinate with the foreign fishery specialist regarding the management framework, 
suggested regulations, management possibilities for specific species and gear types, 
details of species biology, and probable effects of lagoon fishing on coastal shrimp 
stocks fishing. 



It is expected that the consultants time will be divided as follows:

60% - Work with Segara Anakan village fishermen and fishermen's groups in the kampung 
laut. 

20% - Work with fishermen and fishermen's groups (kelompok nelayan) within Cilacap and 
Pangandaran. 

20% - Work with government agencies (especially Dinas Perikanan) in Cilacap and 
Pangandaran areas. 

Qualifications: 

Knowledge of extension techniques and their use at the village level

Detailed knowledge of small scale fisheries

Experience working with village level organizations

Masters degree in fisheries, fisheries sociology or a related field

Good working knowledge of English (Javanese also desirable).
