There is a  UTF-8 upgrade process described in the wiki  ( 
http://www.mantisbugtracker.com/wiki/doku.php/mantisbt:upgrade_to_utf8 
  ). It hasn't been integrated into the installer because it has  
external dependencies and may only work for mySQL.
