oops you are correct. i was using my ID which has no unassigned projects. I
thought there was a way to do it, but I haven't had to add a user in a long
time.

You can assign multiple projects to a user.
Goto manage user page
Click the user name
See display of page manage_user_edit_page with a list of unassigned projcts
Select the projects in the list that you want, choose access level, click "Add
User" button
This works for 1.1.x and 1.2.x
