It seems that my whole custom_strings_inc.php file is not used.
If I try to set an issue to the new state I get

APPLICATION WARNING #300: String "active_bug_title" not found.
APPLICATION WARNING #300: String "active_bug_button" not found.

But I got them both in my file ($s_...=' ';). The file already existed
(including the explanatory comment inside), I didn't have to create it.
I'm using the one in /etc/mantis which I think is supposed to be used
automatically, right?

Any place I can check if/why this file is not found/accepted?
