I'm not sure where you got that sentence from; being out of context, I would
say that you can put the library anywhere on your system, as long as you
instruct the plugin to point to the correct location via its config page
(JpGraph library system path).
If that setting is blank, it defaults to {mantisroot}/library/jpgraph
(offhand, not sure if a trailing '/' is required or not).

If your graphs are working, probably nothing ;-)
