Hi,
I think we only need LC_MESSAGES. Taking a closer look I realized that
the folder in /resources/locale is named "LC_MESSAGES" as well, so it
corresponds to the setting in setlocale. Will commit later.
FYI: Another thing I found out, that Mapbender.mo is somehow cached.
After recompiling it, my new entries didn't show. Restarting Apache
resolved that issue.

no objections. Another way would be to leave LC_ALL and additionally
set the LC_NUMERIC locale to "C".
This solves the decimal point problem, and leaves the rest untouched.
I have no favorite, but also can't really overlook implications of
either change. I have successfully tried the second method with
changeEPSG module, i.e. the translation and calculation - still having
some overall functionality problems :-)
