#408: invalid parent.tab_open call when not using tabs

Problem: I use no tabs, and this causes blocking when calling
parent.tab_open for
http/javascripts/mod_digitize_tab.php
http/javascripts/mod_wfs_SpatialRequest.php
I suggest try{} block with empty catch {} as in attached files.
