#421: navigation during digitize works but creates new basepoints

Try to zoom in, zoom out or use the mapframe arrows during digitizing.
Extent changes but a new basepoint in the place of the clicked icon in the
old extent (more specifically, this is outside the old extent as no icons
are inside). Limiting basepoint creation to current extent would solve the
problem and allow nice flexible digitizing.
