#423: WFS Configuration: Problems with German Umlaute

Start the GUI admin_en_services, Configure WMS:
If a label-entry contains german Umlaute, the label is displayed
incorrectly (e.g. when entering attribute-data while digitizing)
If a SELECT-Box with german Umlaute is used in the HTML-Field in the WFS-
Configuration, the problem also occurs. When I try to enter attribute-data
using the SELECT-Box while digitizing, the predefined entries are
displayed incorrectly.
System:
- Mapbender 2.6rc1 on a Windows XP System
- Postgresql DB with UTF8 Encoding
