StartUpParams are not handled. Due to the change concerning WMC the
startup params are not handles anymore.
Similar problem as #785
Look at the documentation:
http://www.mapbender.org/HandleStartUpWmsParams
We have to make sure that all parameter which can be passed still work
with 2.7.
