#913: mod_selArea and mod_pan broken in Chrome

The init of the two modules tries to detect if the code is being run on a
touch enabled device by creating a TouchEvent. This unfortunately works
with the Chrome browser (newer, tested on 32+), causing the "box drag"
mechanism to no longer work.
I have created a trivial quick fix for my setup, I have attached the diff
output.
