I'm assuming you are using MapPaneOL and the OpenLayers tiles.
OpenLayers renders ~ 9 to 25 tiles per layer depending on the tile 
buffer size you use and the size of your map. This is ok with only one 
layer, but would slow things down with 25.

You might want to use a WMS layer at the backend instead which creates 
images on the fly (which puts load on the server) but will reduce the 
number of images loaded.

Alternatively, you might want to start with most layers turned off. I 
think that layers are not loaded until they are made visible.
