It is disabled by default for tiled layers: The IE PNG fix hack is  
very resource intensive and having one or more layers with  
transparent PNG in IE makes the browser crawl to a virtual  
standstill. However if you request only one layer and don't request  
too many tiles you could try to enable it.

You can set layerOptions:
alpha: true to enable it:
