The context model is being updated on every pan/zoom, so if you dump
the xml of the context model, you will always have the current
bounding box in it.

If I understand you right, you want to load a new context document
from your server after every pan/zoom. Be aware that this will cause
your map to do a complete refresh after every pan/zoom operation.

If you want to add custom actions after every pan/zoom, you have to
create a tool/widget that listens to the "bbox" event of the context
model.
