One solution would be to just add one layer to your WMC, with
<Name>dtk50_v_f,gefahrengebiet</Name>

If you need to turn those layers on/off separately, you have to keep in 
mind that opacity for overlayed images is something different than for a 
composite image. In your SLD, you have to set Opacity to 1, and in the 
WMC, start the layer definition e.g. with
<Layer queryable="1" hidden="0" opacity="0.5">

for a 0.5 opacity. Also, be sure to use image/gif as format for the 
overlay layer.

This should resolve your issue.
