Interesting, that seems to be a new feature. In older versions of Mapbuilder we didn't cap the zoom level. I suspect that when MapPaneOL.js creates an Openlayers Map object, it sets the max zoom level. If you find this line, you could comment it out. Ideally there should be a config tag which turns maxZoomLevel on/off.
