For this, you just need to upgrade to the trunk version of Mapbuilder. 
It is not possible in 1.5rc1. Also, be sure that you do not use 
commercial base layers or WMS-C data sources, because those need fixed 
resolutions for the tiling to work, and fractional zoom (i.e. zooming to 
exactly the scale you choose) will be turned off automatically.

No need to compute anything. You can use the MapScaleText widget with a 
custom XSL that creates just a text output instead of a form.
