as you say: the same way:
create a new widget, call it e.g. LayerSwitcher, and copy the code
from PanZoomBar.js. Now just modify the code to use the LayerSwitcher
control instead of the PanZoomBar control (no need to add Navigation
and KeyboardDefaults again). Then, add your widget to your config:
<widgets>
<LayerSwitcher id="layerSwitcher>
<scriptFile>/path/to/LayerSwitcher.js</scriptFile>
</LayerSwitcher>
