Correct, you can read it as !(bidge?).

I think in Potlatch 2, [tunnel=yes] also looks for =true and =1. I'd
say this is the more "standard" way to handle the yes/true problem.

The question mark syntax originates from JOSM search query format,
that's why it is also support it in JOSM styles.
