I don't know if it is any live versions availlable yet, but among the
alternatives evaluated is some MapCSS, OpenSeaMap base map layer.

There will be a world wide coverage with focus on marine nautical maps.
Colorado is maybe too far from any marine infrastructure, and no definite
decission are made yet

See http://www.openseamap.org for more information. Current base map is
OpenStreetMap-Mapnik, and overlay is custom proprietary special purpose. I am
advocating MapCSS in the process though other candidates at the moment includes
smrender and a new dedicated mapnik.
