I have not seen that issue with my 2007. I think the only thing that uses that dll is the publish to mapguide but I could be wrong. Did you have this problem before and what happens when you revert to the original DLL? With all that you should have your answers.

I have attempted to use every combination of MapGuide Open Source 1.1.x and MGOS 1.2.0 on a Win2000 Server and Win2003 Server Standard Ed and have had no luck with any of them.
