It would appear that the interactive version does not have permission to
do an initial clean of the repository.
Perhaps you run it with a limited account? I have not tried vista, but
on Windows XP and 2003, the service runs under "Local Service" and has
close to Administrative rights. You should be able to right click your
.bat file and select the "Run As..." option to run it as Administrator.

I can run the server as a windows service (as installed) and it seems
to run fine. I am having a freeze up issue after running about 20-30
buffers in a row so I wanted to debug with /interactive. The message
below is confusing. Keep in mind it works as Windows service. I am
running Vista if it matters any. I also disable the windows service
before attepting to run the server in interactive mode. Just wanted to
get the noobie questions out of the way.
Here is the batch file that runs the server:
cd "C:\Program Files\MapGuideOpenSource\Server\Bin"
mgserver.exe /interactive
pause
Here is the error output:
