Unfortunately, looking at the providers.xml or the core MapGuide version number won't give you whether it's an RC or not; it was all held back for the GDAL providers and the core versions weren't revved. Your best bet might be to look at gdal13.dll and the GRFP*.dll in the server/bin/fdo directory.
