Unless I'm missing something here, in IIS under properties for MapGuide, press create.
I suggest you take a look at http://mapguide.osgeo.org/files/mapguide/docs/InstallConfigureMgOpenSourceOn Windows.pdf It takes you through how to setup IIS. Check that the correct path for the php.exe is configured in IIS, and also check that the temp directory from php.ini is writeable by the IIS account. Try turning off "friendly HTTP errors" so you get a more detailed error message. Also in my experience, I wouldn't recommend using the .net configuration in Windows XP as IIS is totally crippled with a 10 connection limit, this may be a contributing factor. 2) MapGuide 6.5 is the previous version of the MapGuide product. v6.5 and OS/Enterprise are two completely different things. 3) The Developer's Guide that comes with the installation, and the docs on the mapguide osgeo site are the definitive sources (at the moment).
